Sign and date everything you will submit. Unsigned and undated documents cannot be processed: they will delay your application by several weeks.

What is OSAP?

The Ontario Student Assistance Program (OSAP) is an application-based government aid program for Ontario resident students. It assesses your educational costs and expected financial resources and offers a mixture of repayable loans (money you must repay) and grants (money you will not need to repay).

Student Access Guarantee

The Student Access Guarantee is a partnership between York and the Ontario Ministry of Colleges and Universities. It helps ensure your direct educational costs — tuition, books and mandatory course fees — are met when your OSAP aid does not cover all of those costs. 

To be considered for the Student Access Guarantee, you must apply for and accept OSAP funding. You must also be identified to York by the Ministry as having unmet financial need.

We also strongly recommend that you submit a Student Financial Profile in every academic session to be considered for other financial aid opportunities at York.

Eligibility for OSAP

General Eligibility Requirements

To receive OSAP aid, you must:

  • be a Canadian citizen, permanent resident or have protected person status (international students are not eligible)
  • have Ontario residency (lived in Ontario for at least 12 consecutive months without attending full-time postsecondary school)
  • register in an OSAP-approved academic program
  • be neither in default on a previous OSAP student loan nor on OSAP restriction
  • maintain satisfactory academic progress while receiving OSAP aid
  • have demonstrated financial need as calculated by the government (gross family income as well as student resources and assets are taken into consideration).

To apply for OSAP aid for a degree program, you must meet the requirements described above and register in an OSAP-approved degree program. Most degree programs at York are OSAP approved.

Are you taking full-time or part-time studies?

Your course load determines whether you should apply for full-time or part-time OSAP aid.

School of Continuing Studies certificate programs are not eligible for OSAP.

To apply for OSAP aid for a certificate, you must meet the general eligibility requirements described above and:

be registered in a certificate program concurrently with an OSAP-approved degree program

OR

be registered as a full-time student in one of the following certificates as a stand-alone program (non-concurrently with a degree program):

  • Certificate in Athletic Therapy
  • Certificate in English-Spanish/Spanish-English Translation
  • Certificate in Fitness Assessment and Exercise Counselling
  • Certificate in Gender and Women’s Studies
  • Certificate in Geographic Information Systems and Remote Sensing

Because you will remain a full-time registered student at York during the formal exchange, you can apply for OSAP aid if you meet all other eligibility requirements.

To authorize another person to conduct OSAP business and sign forms on your behalf while you are away from York, you must complete a power of attorney form(s). Both the Ontario and federal forms are required if you are receiving an Integrated Ontario/Canada Student Loan.

If you enrol concurrently in courses at York and another post-secondary institution, you may add your tuition, compulsory fees and books at the other institution to your OSAP assessment if those course credits will be applied toward your York program.

You must apply for OSAP aid through the institution where you are taking the larger course load. You must also fill out and submit the Studies at Another Institution form, which includes a section that must be completed by the financial aid office (or equivalent) of the other institution.

You may be eligible to apply for OSAP aid if you are on a Letter of Permission from your home institution and are taking for-credit courses at York that will be applied to your degree at your home institution.

You must provide a copy of the letter from your home institution, outlining the courses you are permitted to take at York that will be applied to your degree at your home institution.

Only courses identified on the letter are considered when calculating course loads for OSAP.

You are not eligible for OSAP aid as a non-degree student if you are:

  • taking upgrading courses to increase your grade point average 
  • taking courses that may help you enter a degree program
  • taking courses because you are interested in the subject matter
  • taking the qualifying term to gain admission into the Bachelor of Science in Nursing for Internationally Educated Nurses (Post-RN IEN) program
  • taking Additional Qualification or Principal’s Qualification Program as a practicing teacher
  • taking courses to meet the requirements of a professional designation, for example, the Chartered Professional Accountant (CPA) designation granted by the Canadian Institute of Chartered Accountants
  • a law student taking specific courses required by the National Committee on Accreditation.

Who is the National Student Loan Service Centre?

The National Student Loans Service Centre (NSLSC) administers authorized loans on behalf of OSAP and similar provincial and territorial aid programs across Canada. It makes loans and receives loan repayments. 

Set up your NSLSC account. We encourage you to register for one of NSLSC’s loan repayment webinars if you will be repaying your OSAP loans in the near future.

Calculating Course Load

Your course load is the number of your registered course credits for an academic session.

Fall/Winter Session

For most undergraduate students, a 100 per cent course load in the Fall/Winter session is 15 credits in each term —15 in Fall and 15 in Winter — for a total of 30 credits in the session. Students with a permanent disability have a lower course load eligibility requirement.

If a course runs through an entire session, its credit value is divided evenly across the two terms. For example, a six-credit Term Y course contributes three credits to your Fall term course load and three credits to your Winter term course load.

Your tuition, compulsory fees and books are calculated in the OSAP assessment based on your course load. Incorrect course load information will delay your aid.

After You Submit Your OSAP Application

Processing Timelines

Processing can take longer if your OSAP application details or supporting documents are incorrect or incomplete. Therefore, it is very important that you submit an accurate and complete application.

If you still see no indication of an OSAP assessment after the timelines listed below, please contact Student Support and Advising.

It generally takes six to eight weeks after all required supporting documents are received to process your fall/winter OSAP application.

The first instalment of fall/winter OSAP funding should be available in early September if you completed your OSAP application and submitted all the required supporting documentation by the preceding June 30.

It generally takes four to six weeks after all required supporting documents are received to process your summer OSAP application.

In order for your OSAP funding to be released:

You will need to verify your income and registration status in order for your OSAP funding to be released.

Income Verification

The government performs an income verification with Revenue Canada to confirm that income on your OSAP application is consistent with the income you reported on your income tax forms. If you report incorrect income, your OSAP application may be reassessed. Such misreporting can also affect your future OSAP eligibility.

Around late November the government will email you to say that you should go online to confirm or update the income information you provided on your OSAP application. This step is important so that your OSAP aid is calculated correctly.

Confirmation of registration status takes an average of 10 business days from the start of classes.

If you are a new student, you must pay your registration deposit before York can confirm your registration status.

When classes begin, the government asks us at Student Financial Services to confirm your registration status. We check your registration status, program and course load, and electronically send that information to the government.

After we confirm this information, you can view it on your OSAP account. If you have concerns about your OSAP funding, contact Student Support and Advising.

If after these 10 days your course load remains below the full-time level, then we inform the government that you are not eligible for full-time OSAP aid.

if the University sends a confirmation to the government reflecting your full-time status, the government will release your funds according to its payment schedule, typically within 10 business days.

If you are not eligible for full-time OSAP aid, then consider applying for part-time loans and grants.

OSAP Funding Release

In the fall/winter session, OSAP funds are released in two instalments: one in fall (60% of funds) and one in winter (40% of funds). If you apply for OSAP aid only for one term of the fall/winter session, you will receive only one instalment at the start of that term.

In the summer session, OSAP funds are released in a single instalment.

OSAP automatically directs some of your funding to York to pay your fees. This speeds the payment process and minimizes interest charges on overdue amounts.

The amount of OSAP funds directed to the University might not cover all of your fees.

Check your OSAP account and your York student account to see the amount directed to your student account and ensure the full amount due is paid. If the amount directed by OSAP to your student account is less than the amount due on your student account statement, you must cover the difference.

It is your responsibility to review your student account statement every month and pay what you owe to avoid additional interest charges.

When OSAP funds are directed to your student account, we:

  1. Look at what you owe to York
  2. Review the OSAP funds available to you and
  3. Apply a standard calculation to determine the portion of funds to be used toward what you owe

How much OSAP aid is sent to York?

First instalment

When we confirm your registration status for your first instalment, we ask OSAP to direct an amount equal to 50% of your student account balance as of the day we confirmed your enrolment. That balance reflects the most recent transactions you made, including enrolments, other funds received and payments. Our request will not exceed what is available in your first OSAP instalment.

For example, if your student account balance is $3,000 when we confirm your registration, the amount of your first OSAP instalment that will be directed to York to cover your fees will be:

  $3,000 [current student account balance]
x 50% [percentage of current account balance to be directed to York from your first OSAP instalment]
= $1,500 [OSAP funds directed to York]

 

Therefore, if you were to receive $4,000 on your first OSAP instalment, the amount that you would receive directly from OSAP is:

  $4,000 [total amount of your first OSAP instalment]
- $1,500 [funds directed to York]
= $2,500 [remaining amount deposited in your bank account]

 

Second instalment

If there is a balance in your student account in December when we confirm your registration status for the winter term, we will direct a portion of your second OSAP instalment to your student account.

Your remaining OSAP instalments may arrive in your bank account as two deposits separated by a few days — one for the provincial portion of the funding and one for the federal portion. If the first deposit is not what you were expecting, check your account during the next few days for the remainder to be deposited.

You are considered to have an overpayment if you are issued full-time OSAP grants and/or loans in excess of your entitlement as of the end of the academic year.

You will be restricted from receiving full-time OSAP in subsequent academic years if you receive:

  • $2,000 or more of overpayments in each year in three academic years or
  • $10,000 or more in overpayment(s).

Overpayment restricts only full-time OSAP applications. You would remain eligible for part-time OSAP funding.

If your full-time OSAP eligibility is restricted because of overpayment(s), you must repay the overpayment in order to receive future OSAP aid. You can make one payment or a series of payments up to the overpayment amount. Contact the National Student Loans Service Centre for more information.

Students with an overpayment restriction who are in full-time studies can continue to receive Continuation of Interest Free Status. Students with an overpayment restriction who are not in full-time studies remain eligible for the Repayment Assistance Plan.

Report Changes to OSAP Application Information

If information you submit on your application changes during the academic session where you receive OSAP aid, you are responsible to notify the University so that we can update the information on your OSAP record. Such changes might increase, decrease or have no effect on your funding.

It can eight to ten weeks to process your change request. If the change(s) impacts your entitlement, OSAP will notify you. You can also check your status on the OSAP website to see if the change has been made.

You must sign and date all forms and any supporting documents.

Do not submit duplicate forms. This will cause processing delays.

Academic Progress Standards

The government expects you to successfully complete and pass your courses as a condition for continuing OSAP aid.

The government’s minimum requirement for academic progress is that you must pass at least 18 credits during the fall/winter session; if you are a student with a permanent disability, you must pass at least 12.

When fall/winter grades are posted, we at Student Financial Services review your academic progress and, based on government guidelines, issue warning or restriction letters in July. We review summer grades at the end of the summer.

Frequent or multiple program switches, drops, withdrawals or repeats of programs funded by OSAP aid may also be interpreted as signalling a lack of academic progress and direction.

You may be required to complete and submit an Academic Progress Explanation Letter.

Failing to meet academic progress standards for...

If you drop any courses or do not pass all your courses during a term where you received part-time OSAP, you will be placed on part-time OSAP academic probation. This means you must pay for the next term during which you apply for part-time OSAP and pass all the courses you take that term.

Part-time OSAP academic probation does not affect your full-time OSAP eligibility.

OSAP Loans and Repayments

Conditions of receiving OSAP Loans

Upon receiving any OSAP loan aid, you agree to:

  • use this money to pay your academic fees to York, and only then to cover other educational and living expenses related to your studies.
  • promptly notify York Student Financial Services if you:
    • reduce your course load
    • change your program of study
    • fail to progress academically
    • withdraw from your studies
    • change your marital status
    • experience a change your personal or family financial situation.

Repaying OSAP Loans

When your studies end, you must arrange to repay your OSAP loans. You can use OSAP’s Repayment Calculator to estimate what your monthly loan repayments will be when your full-time studies end.

If you have or expect to have difficulty repaying your OSAP loans, look into OSAP’s Repayment Assistance Plan.

You do not need to pay back OSAP for the first six months after you graduate or otherwise leave full-time post-secondary studies. Interest accumulates during this six-month grace period. When this period ends, your OSAP loans become repayable. 

For example, if you finish full-time studies in April, your six-month grace period would conclude on October 31 and you would need to start paying back OSAP in November.

Grace period extensions

You can extend your repayment grace period by another six months if you own or co-own a new business in Ontario or if you work for or volunteer with a non-profit organization.

To keep student loans interest-free while you continue full-time studies, you must inform the National Student Loans Service Centre (NSLSC) or any other previous lender that you are still registered as a full-time student. Do this on or after the first day of classes either by applying online or submitting a paper form.

  1. Log in to your OSAP account.
  2. Under Interest-free status, click Apply for interest-free status.
  3. Follow the instructions in the application.
Applying by submitting the paper form (average processing time: 3-6 weeks)
  1. Download and print the Continuation of Interest-Free Status form.
  2. Follow the instructions in the How to Apply part of the instructions.
  3. Sign and date the form.
  4. Email a scanned copy of the form to findocs@yorku.ca or fax it to (416) 736-5386.

Student Financial Services staff then check your registration status and post the update to your OSAP record. We send the information electronically to the NSLSC and/or previous lenders.

You should submit the Continuation of Interest-Free Status application after you enrol in a full-time course load. That submission deadline is 21 days before your current full-time study period ends.

If you don’t repay your OSAP loans after you leave full-time studies, you risk being in default. This can have serious consequences for your financial health, so it is important that you take steps to avoid it.
